CALL TO ORDER

Chair Kehoe called the meeting to order at 7:35 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


AMENDMENTS TO AGENDA

                to add, under New Business, item 9. C. Rules of Procedure-Town Council.

OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Marc Nicol, Director of Park Planning and Development for Riverfront Recapture, spoke in favor of the referral to the Fees Committee concerning the waiving of fees associated with the sculpture walk development on the Riverfront.

Mayor Currey (1) wished the Council a Happy New Year; (2) stated that the town will step up their efforts to get more citizens involved in the recycling program.  Channel 5 will air what is recyclable and what is not and a new webpage is being developed to show clearly the recycling issues.  The Mayor told the Council that the recycling coordinator is not available this evening, so the presentation scheduled for tonight will be at the January 15th meeting. (3) The Riverfront - Lincoln Financial Sculpture Walk, which is on the agenda as a referral to the Fees Committee for a fee waiver, is an opportunity for the town to showcase the riverfront area with art. (4) Wal-Mart has not made any decision yet on the possibility of moving to East Hartford

COMMUNICATIONS AND PETITIONS

Recycling Program

As stated earlier, this presentation will be at the January 15, 2008 Town Council meeting.

Presentation by Cephus Nolen re: Youth at Risk Task Force

Cephus Nolen, Director of Youth Services, gave the Council a brief update on the Youth at Risk Task Force, which provides both prevention and intervention services for the town's at-risk youth.  Since the last presentation to the Council, Mr. Nolen stated that he has made a presentation to the Board of Education on the goals of the Task Force and has secured funding for the part-time youth outreach workers through a combination of a Federal Justice Assistance grant and enhancement funding from the State Department of Education.  Michael Quintero, a junior at the Connecticut International Baccalaureate Academy, spoke in support of after-school programs for the town's youth.


OLD BUSINESS

Revision to the Town of East Hartford's Plan of Conservation and Development re: 351 Silver Lane (Postponed from the December 11, 2007 meeting)

The following motion was made at the December 11, 2007 meeting and action on such motion was postponed by the Town Council:

The Town Council approves a request to expand the commercial node in the western Silver Lane Corridor including one property of 1.34 acres knows as 351 Silver Lane.  This change to the Plan of Conservation and Development also requires action by the Planning and Zoning Commission.

                to amend the motion as follows:
                to take no action on the proposed amendment for the Plan of
                Conservation and Development as detailed in a memo from Mayor Melody
                A. Currey to Town Council Chair Richard Kehoe dated November 30, 2007
                and advise the Planning and Zoning Commission to ensure that any action
                taken protects abutting residential areas and is consistent with existing
                small commercial and retail development in that area.

NEW BUSINESS

Referral to Fees Committee re; Fee Waiver for Riverfront Recapture – Lincoln Financial Sculpture Walk

                to refer to the Fees Committee the issue of granting a fee waiver to
                Riverfront Recapture – Lincoln Financial Sculpture Walk, Phase II to be
                completed in the spring of 2008.
                Motion carried 9/0.
                

Minority Leader Pitkin called for a point of order regarding the Chair's compliance with Robert's Rules of Order. The Chair responded with an explanation, noted the point out of order and the meeting continued.

Rules of Procedure – Town Council

                to amend the resolution enacted November 12, 2007 in reference to
                Robert's Rules of Order as follows:
                "…Robert's Rules of Order, the like volume of which is distributed to the
                Council, shall govern parliamentary procedure at all Town Council
                meetings…".

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Don Pitkin (1) inquired on a new site for the Magnet School; (2) asked for an update on Silver Lane Cemetery.

Jason Rojas asked if the present location of the Barnes School could be utilized and/or rehabilitated for use as the new Magnet School site.


OPPORTUNITY FOR RESIDENTS TO SPEAK

Catherine Johnson, 101 Conn Blvd, addressed the Council on the possibility of obtaining a permit to hold a Christian concert at the East Hartford Community Cultural Center or at the Town Green.
